    Critical Chemicals for U.S. Government

    The Department of Defense has begun the process to invest in the infrastructure to onshore production of critical chemicals for the defense industry that are difficult to produce or are produced in foreign countries. To date, more than 10 awards have been made by the DPAI program across multiple areas totaling $289 million.

    Why: President Biden signed Executive Order (E.O.) 14017, America’s Supply Chains to improve supply chain resilience and protect against material shortages.

    How: Utilizing one of three topic areas under DPA Title III Program, funding is provided for the Sustainment of Critical Production. Funding was pooled from this area during COVID-19 to provide federal funding to sustain critical infrastructure.

    The Opportunity: Government funding will be provided to expand facilities for commercial development beyond life of federal contract.

    What’s Next: The next list of chemicals was originally anticipated to be released in April 2024. The call has been temporarily suspended due to budget cuts in the defense production act (DPA). The announcement of critical chemicals is now expected between May 2024-October 2025. SOCMA is working with members to advocate for the expedition of the call for chemicals to secure the domestic supply chain.

    SOCMA members interested in Government Procurement opportunities, are encouraged to sign up for the mailing list.

    Funding Opportunities

    A Funding Opportunity Announcement (FOA) for Critical Chemicals Production through the Department of Defense is suspended and now expected between May 2024-October 2025.

    Member companies interested in applying for an award will be required to submit an “Intent to Propose” followed by a proposal.

    Based on prior announcements, companies will have approximately 90 days to submit a proposal.

    Call for Proposals on Critical Chemicals Production

    This is an archive for informational purposes. The call was closed in March 2023 and awarded in February 2024.

    The Call requests industry submissions on establishing domestic suppliers of critical chemicals that are essential for national defense. DPA Title III funds will be leveraged to mitigate defense industrial base (DIB) reliance on foreign sources.
